Explanation:
The Department of Public Utilities maintains and operates the Water Treatment Plant (WTP), located at 3441Hollywood Boulevard, Hollywood, Florida.
The WTP utilizes three processes, Membrane Softening, Reverse Osmosis, and Lime Softening to treat raw water from the Biscayne and Floridan Aquifers in the production of its potable water.
The Lime Softening System at the WTP has been in operation since the 1970’s and with the appropriate maintenance and rehabilitation, it can provide a firm capacity of 22.5 million gallons of water per day (mgd) towards the overall production at the WTP.
The 2007 Water System Master Plan adopted by the City Commission recommends the replacement of the aging lime slakers units for operational continuity.
There are six (6) lime slakers units at the WTP and units No. 5 and No. 6 are the largest and primary units, which are approximately 20 years old and have reached the end of their useful lives and must be replaced.
The Department of Public Utilities has decided to implement the replacement of the lime slakers units in phases, addressing slakers No. 5 and No. 6 in Phase I.
The lime slakers units have specific and unique physical characteristics and measurements, such as the shape, the size of the exterior body and components, and are currently installed within a confined and custom made room.
The Department of Public Utilities recognizes that in-kind replacement of these lime slakers units will allow the City to save thousands of dollars in potential re-engineering and consulting services, construction/installation efforts, operational training, and spare parts.
On September 13, 2012, Integrity Municipal System, LLC completed the purchase of the Wallace and Tiernan Lime Slaker product line and all worldwide rights to this technology, and is now considered the original manufacturer of the existing lime slakers at the WTP.
Integrity Municipal System, LLC provided a proposal to supply two (2) identical lime slakers units for the in-kind replacement of units No. 5 and No. 6 at the WTP in the amount of $282,794.00.
Section 38.40(C)(8) of the Code of Ordinances provides that purchases of, and contracts for, supplies or contractual services, when the Commission declares by a five-sevenths (5/7) affirmative vote that competitive bidding and competitive proposals are not in the best interest of the City, are exempt from the competitive bidding and competitive proposal requirements of the Purchasing Ordinance.
Upon purchasing the two replacement lime slakers units, WTP maintenance staff will perform the installation of the units.
WTP maintenance staff will remove all the parts that are salvageable from the old units and these parts will be used as spare parts, and the remaining rusted body of the old (or existing) slakers units, will be discarded as scrap metal.
Funding for the replacement of the lime slakers units has been provided via Resolution No. R-2015-345 which continued the appropriation for previously approved Capital Projects from FY 2015 to FY 2016, and is available in account number 42.4000.75469.536.006301.
