Explanation:

 

Approximately 45% of the City’s water customers are not on the City’s sewer system.  The City Commission desires to promote sewer collection system extension.  The Department of Public Utilities (“Department”) is actively pursuing opportunities to extend the sewer system within the City.  Department staff have determined that it is feasible to extend the sewer gravity collection system in the area approximately bounded by Arthur Street and Taft Street, and North 35th Avenue and North Park Road.

 

On September 20, 2017, the City Commission passed and adopted Resolution No. R-2017-284 which authorized the execution of continuing professional consulting engineering services contracts with five firms for water, sewer, reuse and stormwater infrastructure projects, one of the firms being EAC Consulting, Inc.  On July 26, 2021, the continuing services contract with EAC Consulting, Inc. was renewed for another two-year period.

 

Department staff requested and negotiated a proposal from EAC Consulting, Inc. for professional engineering services required for the design, permitting, and bidding assistance for the proposed sewer system extension in an amount not to exceed $349,145.56.  Department staff evaluated the scope and fee proposal and have determined that the negotiated fee is fair and reasonable and in accordance with industry standards.

 

The attached Resolution seeks the City Commission’s authorization to execute the attached Authorization to Proceed for Work Order No. EAC 22-01, to EAC Consulting, Inc. for the Design of Sewer Extension in the area approximately bounded by Arthur Street and Taft Street, and North 35th Avenue and North Park Road in an amount not to exceed $349,145.56, based upon the project scope and fee and the terms and conditions of the current Continuing Services Agreement for the project.

 

Upon authorization from the City Commission, the project will be completed in approximately five (5) months from the date of the Authorization to Proceed.

 

Fiscal Impact:

There is a companion resolution (budget amendment) that will allocate funding in account number 442.409903.53600.563010.001520.000.000.

 

Department of Public Utilities staff will manage this project.  No additional staff is needed as a result of this project.
