Explanation:

The Broward Metropolitan Planning Organization (“Broward MPO”) has adopted Commitment 2045, their Metropolitan Transportation Plan (“MTP”) and has funding available from the Federal Highway Administration (“FHWA”). This has set the stage for a streamlined program to fund local mobility projects where the Broward MPO has established the Complete Streets and Other Localized Initiatives Program (“CSLIP”).

 

Under the CSLIP, the City of Hollywood intends to submit two grant applications in October 2023 for two projects that are within the Program’s construction limit of $3,000,000.00 for each project. Upon completion of the projects, the City will be responsible for operating and maintenance costs.

 

The Broward MPO requires a Resolution of Support from the City of Hollywood in order for a grant application to be accepted and evaluated for ranking. The ranking by the City to be used by the Broward MPO when selecting from multiple projects from one applicant shall be as follows:

 

(1)                     West Park Road Traffic Calming Project: West Park Road between North Park Road and North 56th Avenue.

 

(2)                     Polk Street Traffic Calming Project; Polk Street between North 26th Avenue and Dixie Highway.

 

If successfully awarded, the City will be required to fund the upfront costs for design, Construction Engineering and Inspection (“CEI”) services, and construction to then be reimbursed as per a Local Agency Program (“LAP”) agreement. The City will also be required to provide matching funds in an estimated amount of 25% of total costs for the approved projects at time of grant funding award, which is anticipated in FY 2030. In addition, as part of this approval, the City acknowledges that the projects will be delivered as LAP projects.

 

 

Fiscal Impact:

The City’s portion of the grant funding match, approximately $750,000, is not currently contemplated in the 5-year Capital Improvement Plan.  If the program is approved and accepted by the Broward MPO, then, funding will be requested as part of the Capital Improvement Plan subject to the approval and adoption of the City Commission.
