Explanation:
The City of Hollywood Department of Public Utilities (DPU), operates and maintains critical infrastructure including the Southern Regional Wastewater Treatment Plant, the Water Treatment Plant, water distribution systems, sewer collection and transmission lines, reuse water supply networks, and stormwater management systems. These essential assets will benefit from a standardized approach to establish and maintain an organized and efficient Maintenance and Reliability program. The current system lacks this standardization, making it difficult to efficiently assess asset conditions, plan for necessary maintenance, and schedule necessary replacements.
To address these challenges, the DPU recommends engaging Jacobs Engineering Group, Inc. (Jacobs) to provide comprehensive asset management consultancy services. This engagement will involve a multi-pronged approach:
Asset Inventory and Condition Assessment:
Jacobs will conduct a thorough inventory of critical assets at the Water and Wastewater Treatment Plant’s. This inventory will document the location, function, and current condition of each asset.
Lift Station Assessments:
Jacobs will assess the condition of select DPU lift stations.
Maintenance and Reliability Program Review:
Jacobs will evaluate the existing against established ISO 55001 standards to identify areas for improvement and ensure alignment with industry best practices.
CAMRA+ Methodology:
Jacobs will utilize the CAMRA+ (Critical Asset Management Review and Assessment) methodology. This structured approach ensures a systematic and effective analysis of asset management practices. Jacobs and the DPU aim to develop a comprehensive asset management plan that optimizes resource allocation, minimizes downtime, and extends the lifespan of our critical infrastructure.
The DPU recommends authorizing the above-referenced services under Work Order No. JEG 24-02 with Jacobs for Asset Management Consulting Services in an amount not to exceed $901,000.00 with an estimated completion duration of two years.
Fiscal Impact:
Funding for this project was included in the amended FY 2024 Capital Improvement Plan and is available in account number: 442.409902.53600.563012.001788.000.000.
DPU staff will manage this project. No additional staff are needed as a result of this project.
