Explanation:
The City together with the Community Redevelopment Agency (“CRA”), desires certain beautification improvements to 19th and 20th Avenues between Washington Street and Johnson Street to enhance mobility and connectivity on the two corridors and increase the on-street parking inventory.
The one-way pilot project (“Project”) includes converting S. 19th And S. 20th Avenues between Jackson Street and Washington Street from two-way traffic to one-way with new pavement markings and signage, traffic signs, incorporation of a bike lane and other miscellaneous construction services.
The project also includes the minor reconstruction of ADA ramps at street and alley intersections within the entire project limits.
On March 4, 2026, the City Commission passed and adopted resolution No. R-2026-098, authorizing the appropriate city officials to execute Blanket Purchase Agreements (“BPA”) with six contractors to perform the desired services.
Concrete Works & Paving, Inc. (“Contractor”) was one of the six contractors, and the Department Of Development Services, Engineering, Transportation and Mobility Division (“Department”) requested the contractor to provide a proposal for the project.
The Contractor submitted a proposal in an amount not to exceed $810,874.43 using the same terms, conditions and unit prices of the BPA.
The CRA requests that the BPA include an owner contingency in an amount up to $82,000.00 for owner use only.
The Department will issue a BPA, including owner contingency, to the Contractor to perform the desired services, with the CRA granting the City authorization to use a downtown CRA account number to issue the BPA.
Fiscal Impact:
Funding for this project is available in the FY 2026 Downtown CRA budget in account number 166.669902.55200.563010.001897.000.000.
