Explanation:

In a Special Election held on March 12, 2019, voters of the City approved a variety of projects to be funded by a General Obligation Bond, including the new Hollywood Police Headquarters project.  On May 1, 2024, the City Commission passed and adopted Resolution No. R-2024-149, authorizing the appropriate City officials to execute a Phase II Construction Services Agreement with Moss & Associates, LLC.

The New Police Headquarters project is now in the Construction phase and requires power services be provided to the new police headquarters building and garage.

Florida Power & Light Company (“FPL”) has completed the design of the electrical transmission and distributions lines required for the project. To serve the new police headquarters facility, three easements will be necessary for FPL to construct, operate, and maintain this infrastructure. Of the three easements, two are located within the new police headquarters parcel located at 401 South Park Road and one is located near and outside of the new police headquarters parcel’s northwest corner, within City owned land to the north.

Below are general locations of the proposed FPL easements within the new police headquarters parcel, attached as Exhibit “1”:

Along the public access road north of the new Police Headquarters building.

Along the service road located south of the new Police Headquarters garage.

Below is general location of the proposed FPL easement outside of the new police headquarters parcel within city owned land to the north, attached as Exhibit “2”:

At the northwest corner of the intersection of the public access road and South Park Road.

In support of the new Police Headquarters project, the City desires to grant the three above-mentioned easements to FPL. The attached Exhibit “3” contains the required Easement forms, one for each location, and the respective sketch and legal descriptions.

In addition, a new Right-of-Way Easement is necessary along South Park Road from Hollywood Boulevard to south of South Luna Court to accommodate the existing roadway and related utilities currently within this area, attached as Exhibit “4”. Granting this easement will accommodate existing roadways and utilities within the area as well as any future right-of-way related features.

Fiscal Impact:

Approval of this resolution will not fiscally impact the City as this is a proposal to execute three easement agreements.
