Explanation:

The Department of Design and Construction Management (“DCM”) recommends the approval of this contract for the repairs to the Garfield, Radius, and Van Buren Parking Garages. 

 

Wiss, Janney, Elstner Associates, Inc. (“WJE”) were procured by the City of Hollywood Office of Parking to perform a condition assessment report on the Garfield, Radius, and Van Buren parking garages. The purpose of this condition assessment was to identify the readily observable current levels of distress to the parking garage in order to develop a plan for repairs and preventative maintenance. This report provides a description of the structures and summarizes the assessment tasks performed, provides observations and findings of the assessment, and provides recommendations for repair and maintenance. The report is organized into three sections: (1) structural and architectural systems; (2) mechanical, electrical, plumbing and fire protection systems; and (3) elevator systems. The report provides priority levels ranging from high priority items to low priority items that assisted in the creation of a 3-5 year maintenance plan.

 

DCM and the City Parking team analyzed WJE’s report and created a list of priority items that are recommended to be addressed first. DCM requested Structural Preservation System, LLC. (“SPS”) to provide a proposal for the items identified in the WJE report as high priority, DCM’s analysis, and site walk meetings. DCM requested and negotiated a proposal from SPS for the recommended immediate repairs scope of work in an amount not to exceed $784,189.00.  The period of performance during which the desired service will be acquired are 240 days from the Notice to Proceed date.

 

SPS specializes in structural specialty repair and maintenance, including but not limited to concrete repair, corrosion control, post-tension repair, pipe repair and strengthening, moisture control, and restorations in several building types including government building and parking garages.

 

SPS has provided a proposal for $784,189.00 that the Department of Design and Construction Management believes to be fair and reasonable for the work related to repairing the high priority items within the parking garages.

Funding for this project is included in the amended FY 2024 Capital Improvement Plan and is available in account numbers
