Explanation:
The Department of Public Utilities (“Department”) oversees the City’s public water system, which is regulated under the Federal Safe Drinking Water Act (“SDWA”). The SDWA establishes protective drinking water standards for more than 90 contaminants, including Lead and Copper. In 2021 the Environmental Protection Agency revised the existing Lead and Copper Rule (“LCRR”) to enhance monitoring, treatment, customer awareness, and lead service line replacement requirements. The LCRR requires all utilities to submit a lead service line replacement plan (“LSLRP”) by October 16, 2024.
The Department has determined that professional engineering support services are necessary to develop the City’s LSLRP, associated predictive modeling, and public outreach plan.
On September 6, 2023, the City Commission passed and adopted Resolution No. R-2023-277, which authorized the execution of continuing professional consulting engineering services contracts with eight firms for water, sewer, reuse, and stormwater infrastructure projects, one of the firms being CDM Smith, Inc. (“CDM”).
The Department requested a proposal from CDM to provide professional engineering services related to the preparation of the LSLRP, predictive modeling, and public outreach. CDM submitted a proposal to provide the aforementioned professional services in an amount up to $364,887.20.
This agenda item seeks the City Commission’s approval and authorization to execute the attached Authorization to Proceed for Work Order No. CDM 24-02 with CDM Smith, Inc., in an amount up to $364,887.20.
Fiscal Impact
Funding for this project was included in the amended FY 2024 Capital Improvement Plan and is available in account number 442.409904.53600.531200.000742.000.000.
CDM will complete the proposed professional engineering services as needed by December 31, 2024.
Department staff will manage this project. No additional staff is needed as a result of this project.
