Explanation:
The Department of Public Utilities was one of the early municipal adopters of Advanced Metering Technologies (AMI). The City began installation of Aclara Water Meter Transmission Units (MTU) City-wide in 2008. After operation of the Aclara system for more than 12 years, the Department of Public Utilities has experienced high failure rates and increased maintenance of these MTUs. The generally accepted industry operating life of a water MTU is 15-20 years, based on battery life predominantly determined by transmission usage. At the City, a number of additional factors including climate and operating environment (hot, humid, salty) may have contributed to the Aclara AMI water MTU batteries, housings and connectors to age prematurely.
Since the original AMI implementation, the technology has evolved and AMI has become a cornerstone of the smart utility management system by providing digital interfaces for customer care, billing, GIS, asset management system and outage management system. The Department of Public Utilities needed a roadmap for improvements of the City’s AMI System based on evaluation of the existing system and an understanding of available modern AMI options.
On July 15, 2020, pursuant to Section 38.38 of the City’s Procurement Code, the City Manager approved an Authorization to Proceed for Work Order Number B&V 20-01 to Black & Veatch Corporation (B&V), Inc. for the Professional Engineering Services related to an Advanced Metering Infrastructure Analysis, Planning and Support study, in the lump sum amount of $49,325.00 to provide a review AMI benefits matrix to reaffirm the City yields the best value from their AMI system; establish a general timeline and roadmap of activities for a system replacement; provide a high-level cost estimate of various replacement scenarios; provide a written report that captures the information covered and recommendations on the path forward.
The Department has determined, based on Black & Veatch’s Strategy Report and current MTU failure rates that it is prudent for the City to commence solicitation and planning activities for replacement options for the existing AMI equipment as it approaches the lower bound of its useful life cycle.
On September 20, 2017, the City Commission passed and adopted Resolution No. R-2017-283, which authorized the execution of a continuing professional engineering services contract with four firms for water and wastewater projects, one of the firms being Black & Veatch Corporation, Inc.
On September 28, 2020, the Department requested a proposal from Black & Veatch to provide professional engineering services related to the development of a Scope of Work (SOW) to support the Department of Public Utilities with the Advanced Metering Infrastructure Analysis, Planning and Support study. This proposal includes services for AMI Vendor Solicitation, Request For Proposal (RFP) Vendor Response Review, Scoring, and Selection, and Vendor Contract Scope of Work (SOW) Development, Creation, and Negotiation.
The Department of Public Utilities recommends that the City Commission authorize the appropriate City officials to execute the attached Authorization to Proceed for Amendment Number 1 to Work Order No. B&V 20-01 to Black and Veatch Corporation, Inc. for professional engineering services related to the Advanced Metering Infrastructure Analysis, Planning and Support study for a total aggregate project cost of $256,787.00.

Funding for this project was included in the adopted FY 2021 Capital Improvement Plan, and is available in account number 442.409904.53600.531210.001364.000.000.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
