Explanation:
The Southern Regional Wastewater Treatment Plant (“SRWWTP”) is a 55.5 million gallon per day wastewater treatment facility that uses multiple treatment processes to treat wastewater and produces high quality effluent that is currently discharged into the Atlantic Ocean or the two existing Deep Injection Wells No. 1 and 2. These two wells were placed in service in 2002 and are currently serving as the primary disposal method at the SRWWTP under Florida Department of Environmental Protection (“FDEP”) Permit Number 156419-009-007-UO/1M issued on February 15, 2018. This permit requires that the five-year mechanical integrity testing program be completed before August 21, 2022 for Deep Injection Well No. 1 and before August 31, 2022 for Deep Injection Well No. 2. The Department of Public Utilities (“Department”) is also required to prepare and submit the operating permit renewal application for these two deep injection wells to FDEP before February 15, 2023, the expiration date of the permit.
The FDEP Domestic Wastewater Facility Permit Number FL0026255-25 for the operation of the SRWWTP will expire on August 29, 2022 and the operating permit is required to be renewed prior to the expiration date.
On September 20, 2017, the City Commission passed and adopted Resolution No. R-2017-283 which authorized the execution of continuing professional consulting engineering services contracts with four firms for the Water Treatment Plant and SRWWTP projects, one of the firms being Hazen and Sawyer, P.C. On August 9, 2021, the continuing services contract with Hazen and Sawyer, P.C. was renewed for another two-year period.
Department staff requested and negotiated a proposal from Hazen and Sawyer, P.C. for professional engineering services related to the Design of Mechanical Integrity Testing and Operating Permit Renewal for Deep Injection Wells No. 1 and No.2, and Facility Permit Renewal for SRWWTP in an amount not to exceed $95,148.00. Department staff evaluated the scope and fee proposal, and have determined that the negotiated fee is fair and reasonable and in accordance with industry standards.
As the City is utilizing Hazen and Sawyer, P.C. for various projects, and the amount being paid to the firm shall exceeded $100,000.00 for Fiscal Year 2022, City Commission approval is required for the payment of additional fees to this firm pursuant to Section 38.38 of the Procurement Code.
The attached Resolution seeks City Commission authorization to execute the attached Authorization to Proceed for Work Order No. H&S 22-02, to Hazen and Sawyer, P.C. for the Design of Mechanical Integrity Testing and Operating Permit Renewal for Deep Injection Wells No. 1 And No.2, and Facility Permit Renewal for SRWWTP in an amount not to exceed $95,148.00, based upon the project scope and fee and the terms and conditions of the current Continuing Services Agreement for the project.
Upon authorization from the City Commission, the project will be completed in approximately 14 months from the date of the Authorization to Proceed.
Fiscal Impact:
Funding for this project was included in the amended FY2022 Capital Improvement Plan, and is available in account number 442.409901.53600.552240.000719.000.000.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
