Explanation:

The Office of Human Resources requires an agreement to provide Third Party Administration TPA Services for Workers’ Compensation Claims and Liability Claims to include General Liability and Automobile Liability.

 

On December 2, 2020, the Commission authorized an agreement with Aon Risk Services, Inc. (Aon) to provide consultant services in the selection of a TPA for workers’ compensation, general liability and auto claims via R-2020-310.

 

On December 21, 2020, Request for Proposals (RFPs) were electronically advertised by Aon and respondents were required to submit responses to a multi-line statement of requirements.

 

Aon received seven responses from the following companies:

 

Relation Insurance Services, Inc.

Stuart, FL

 

CorVel Corporation

Irvine, CA

 

North American Risk Services (NARS), Inc.

Altamonte Springs, FL

 

PMA Management Corp.

Blue Bell, PA

 

Broadspire Services, Inc.

Atlanta, GA; and

 

Gallagher Basset Services

Rolling Meadows, IL

 

Cannon Cochran Management Services (CCMSI), Inc.

Danville, IL

 

The evaluation of the proposals was based upon the following evaluation criteria as established in the RFP process:  Demonstration of Clear Understanding of the City of Hollywood; Staffing, Experience and Stability; Account Management; Reserving, Claims Authority, Consultation and Communications; Supervisory and Quality Control; Information Systems Reporting and Controls; Transition Plan; Key Differentiators and Price.  Five of the proposers were invited back to provide oral presentations to the City:

 

Relation Insurance Services, Inc.

CorVel Corporation

 

North American Risk Services (NARS), Inc.

 

PMA Management Corp.

 

Broadspire Services, Inc.

 

 

After the formal presentations and evaluating the criteria, CorVel Corporation was selected as the company which best met the City’s established requirements.

 

The RFP document states that the initial term shall be for a three (3) year period with right to renew for two (2) additional one (1) year periods at the sole option of the City.

 

Fiscal Impact:

Funding for this service is available in the FY 2021 Self Insurance Fund in account numbers 558.112006.51900.591930.000000.000.000 - Workers’ Compensation and 558.112006.51900.591910.000000.000.000 - General Liability.

 

Award is subject to the City’s receipt and approval of all insurance certificates required by the City’s Risk Manager, along with a signed Statement of Hold Harmless and Indemnity in favor of the City.
