Explanation:

The City and the American Federation of State, County and Municipal Employees (“AFSCME”), Local 2432, Professional Bargaining Unit have negotiated a three-year successor Collective Bargaining Agreement (“CBA”) in effect from October 1, 2025 through September 30, 2028, that will include the changes to the Articles listed below and other non-substantive clean up language throughout the CBA.

Article 6 (Wages/Longevity)

Article 8 (Certification Pay)

Article 10 (Work Rules)

Article 11 (Pension and Pension Plan)

Article 13 (Sick Leave)

Article 15 (Grievance Procedure and Arbitration)

Article 16 (Bereavement Leave)

Article 17 (Probationary Period)

Article 18 (Drug Free Workplace)

Article 19 (Health and Wellness Plan)

Article 20 (FMLA/Special Leave/Leave of Absence)

Article 21 (Holidays)

Article 27 (Voluntary Demotions)

Article 28 (Official Duty Use of Personal Vehicle)

Fiscal Impact

Funding for the first year of the Collective Bargaining Agreement will be made available in the FY 2026 Operating Budget subject to approval and adoption by the City Commission. Funding for FY 2027 and FY 2028 will be included in those subsequent fiscal years.

 

The costs to the City of the three-year CBA are primarily driven by:

                     Cost of Living Adjustments of 2% each year;

                     Adjustments to the longevity pay scale.
