Explanation:
The Department of Public Utilities acted as the lead on behalf of the City and identified a Citywide need for Welding and Fabrication Services.
The Public Utilities Department’s Water Treatment Plant, Wastewater Treatment Plant and Fleet Maintenance Operations will be the primary users of the services bid.
The estimated annual expenditure for the required services city wide is $125,275.00.
On February 11, 2015, Bid Number F-4441-15-IS was electronically advertised via BidSync in accordance with the City’s Purchasing Ordinance, Section 38.42 (A).
Bid Number F-4441-15-IS was opened at 3:00 P.M. on March 3, 2015, and resulted in responses from three (3) bidders:
Toscano Engineering
Fort Lauderdale, FL
Condo Electric Motor Repair, Corp.
Hialeah, FL
A to Z Metal Fabrication Inc.
Hollywood, FL
The bid language requested that each bidder provide hourly unit pricing rates for the required services and a percentage markup on materials.
The bid results are as follows:
Toscano Engineering $125,275.00
Condo Electric Motor Repair, Corp. $130,500.00
A to Z Metal Fabrication Inc. $174,375.00
City staff conducted on-site visits to the three (3) bidders and determined that the lowest responsive and responsible bidder, Toscano Engineering, is capable of performing the required welding repair and fabrication services as specified in the bid.
Bid Number F-4441-15-IS allows for award to multiple bidders, with the primary vendor receiving the initial request for work and the secondary vendor receiving requests for work as necessary, in cases of emergency, or if it is in the best interest of the City of Hollywood to do so regardless of reason.
After all Bids received were evaluated, the Director of Public Utilities and the Director of Procurement Services recommend that the City Commission approve awards to Toscano Engineering of Fort Lauderdale, Florida, as the primary vendor, and Condo Electric Motor Repair, Corp. of Hialeah, Florida, as the secondary vendor , for an estimated annual expenditure of $125,275.00.
The term for services is for an initial one (1) year period with the right to renew for two (2) additional one (1) year periods subject to vendor(s) acceptance, satisfactory performance and determination that renewal will be in the best interest of the City.
Award is subject to the City’s receipt and approval of all insurance certificates required by the City’s Risk Manager, and indemnity to the City.
Funding for the attached Blanket Purchase Orders has been provided for in the fiscal year 2015 budget in multiple Account Numbers and will be budgeted in subsequent fiscal years.
