Explanation:

On November 1, 2023, artist Stephanie Cunningham delivered Presentation No. P-2023-09, a proposal for the Covid-19 Memorial, to the City Commission.  The proposal laid out a 25’-0” x 50’-0” design of a memorial which consists of several trees, a 12’-0” landscape circle crushed shell fill, 18” high benches, and 3’-0” x 8’-0” aluminum perforated panels.

 

It was determined that a building permit is required for this project, requiring a licensed engineer to provide a full set of signed and sealed engineered drawings and calculations. Among other requirements, structural drawings and calculations will be needed for the benches and wall panels, and irrigation plans relocating and adding to existing irrigation.

 

On December 19, 2018, the City Commission passed and adopted Resolution No. R-2018-400, authorizing the appropriate City officials to execute Continuing Services Agreements with the five highest-ranked firms to provide professional engineering service for civil/ landscape architecture/ planning projects, with one of the firms being Bermello, Ajamil & Partners, LLC. (“Bermello”).

 

The Department of Design and Construction Management negotiated a project scope and fee with Bermello, for an amount up to $56,670.00, that staff has determined to be fair and reasonable and in accordance with industry standards.

 

The City is utilizing Bermello for various projects, and the amount being paid to the firm has exceeded $100,000.00 for Fiscal Year 2024 and, therefore, City Commission approval is required for the payment of additional fees to the firm pursuant to Section 38.38 of the Procurement Code.

 

 

Fiscal Impact:

Funding for this project was included in the amended FY 2024 Capital Improvement Plan and is available in account numbers 115.160101.55400.591340.001394.000.000 and 334.309901.57200.564530.001820.000.000.
