Explanation:
The Police Department contracts with an outside provider for school crossing guard services at local intersections to facilitate students' safe travel. The current contract with Kemp Group, LLC. expires August 10, 2026. The services provided by the Kemp Group, LLC have been satisfactory for the last 5 years.
The City of Miramar also contracts with Kemp Group International for school crossing guard services, and that contract is in effect until July 31, 2028. Kemp Group International has agreed to extend the same pricing to the City of Hollywood.
The current contract rate is $21.50 per hour, and the proposed contract rate is $25.53 per hour. This is an increase of 18.75%. The estimated annual costs are $830,000.00 for year 1 and $913,000 for year 2. The annual cost is calculated by 38 school weeks x 852.5 hours per week = 32,395 hours per year x $25.53 per hour = $827,045.00. A portion of this contract's cost is covered by the $5.00 surcharge included on parking and speed zone citations.
This contract, procured through piggybacking, reduces administrative costs, ensures price competitiveness, and yields cost savings.
Fiscal Impact:
A portion of the funding for this service is available in the FY 2026 Operating Budget in account number 001.204201.52100.531170.000000.000.000 and will be budgeted in subsequent fiscal years’ operating budget subject to approval and adoption by the City Commission.
