Staff Recommends: Approval of the attached Ordinance.

 

 

Explanation:

In 2006, the City Commission approved a rezoning to Planned Development (PD) and the Master Development Plan for Sian which was a multi-phased project located on the southern tip of Hollywood’s barrier island.  This PD is unique since it included three sites extending east from the Intracoastal, across A1A, to the Beach.  It encompassed up to 660 condo-hotel rooms, 49 condominium units, 21,438 sq. ft. of meeting space, a 10,433 sq. ft. restaurant and 6,000 sq. ft. of retail. Since then, Phase I (Crowne Plaza), and Phase II (Apogee) encompassing 49 condominium units and a 10' public beach access easement, have been completed.

 

Today, PRH 4000 South Ocean, LLC., is requesting to incorporate residential units for Phase III (4000 S. Ocean Drive) of the previously approved Master Development Plan. To accomplish this, the allocation of 77 Reserve Units from Flex Zone 92 is necessary, as the property has a land use designation of General Business. As a result, an amendment of the Master Development Plan is required.

 

The proposed building will consist of 77 residential units ranging from one-, two-, and three-bedroom condos as well as 265 condo-hotel rooms. Additional amenities include pool areas, cabanas, BBQ area, gym, restaurant space, and meeting rooms. The proposed project will be 42 stories, approximately 450 feet in height with mechanical rooms, parapets, and decorative features extending to approximately 485 feet. The design is contemporary, consisting of simple rectilinear forms. The building facades are characterized by rhythm created by the connection of volumes, cantilevered balconies, and oversized terraces, creating interest and visual appeal.

 

On July 09, 2015 the Planning and Development Board forwarded a recommendation (6-2) of approval with Staff’s conditions.

 

Subsequently the Applicant has worked with Staff to eliminate the need for several Site Plan Conditions relative to traffic, as such at second reading of this Ordinance the City Commission will consider the Design, Site Plan, and Modifications (to reduce the parking stall length to provide 18 feet; to allow tandem spaces to count towards fulfilling the parking requirement; and to allow the use of parking lifts to count towards fulfilling the parking requirement).

 

Staff finds the proposed project consistent with the Criteria set forth by the Zoning and Land Development Regulations as well as the City-Wide Master Plan and therefore recommends approval:

 

Reserve Units:  Approval, with the imposition of Staff conditions.

 

Master Development Plan:  Approval, if the Reserve Units are granted and with the imposition of Staff conditions.
