Explanation:
The Department of Public Utilities (“Department”) desires to engage qualified contractors to perform various construction services to address storm-related flooding throughout the City.
On April 19, 2023, the City Commission passed and adopted Resolution No. R-2023-101, approving three contracts for construction services related to 2023 Drainage Infrastructure Improvements, for an initial term of two years each, with Southeastern Engineering Contractors, Inc., Man Con, Inc., and the Stout Group, LLC, in amounts not to exceed $1,200,000.00, $1,000,000.00, and $800,000.00 respectively.
The Department desires to make changes to contracts with Southeastern Engineering Contractors, Inc. and Man Con, Inc. to increase the total contract amounts by $1,500,000.00 and $1,000,000.00 respectively. The specified companies have satisfactory performances, but the original contract amounts have been nearly exhausted in the first year.
The change orders will allow the Department to continue the ongoing drainage improvement program until the initial terms of the contracts end on June 6, 2025, and will include the following projects:

• Installation of 12” Wapro Valve - 2700/2704 Bruce Terrace

Section 38.48 of the Procurement Code states that all change orders that the City Manager is not authorized to approve must be formally approved by the City Commission, which includes these desired change orders.
This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to execute change orders to contracts with Southeastern Engineering Contractors, Inc. and Man Con, Inc., and to increase the total contract amounts by $1,500,000.00 to $1,000,000.00 respectively. The new contracts, including the change order amounts, will be up to $2,700,000.00 and $2,000,000.00 respectively.
Fiscal Impact
Funding for this Change Order was included in the amended FY 2024 Capital Improvement Plan and is available in account number 443.419901.53800.001780.000.000.
Department staff will manage this project. No additional staff are needed as a result of this project.
