Explanation:

The City of Hollywood’s Water Treatment Plant (“WTP”) is a 59.5 million gallons per day (MGD) plant that not only provides high quality water to the residents of the City but also serves approximately 300 acres in the Town of Davie, 50 acres in the City of Dania Beach, and 100 acres in the Seminole Tribe of Florida reservation.  The City of Hollywood WTP also provides wholesale water to Broward County’s Water and Wastewater Services Districts 3A and 3B/C.  In addition to retail and wholesale water services, the City has an emergency connection with the City of Dania Beach, which withdraws water from the City’s system to maintain its system pressure.

 

The City’s WTP requires monthly deliveries of Sodium Hydroxide for the alkalinity control of potable drinking water. Sodium Hydroxide is also used at the 55.5 MGD capacity Southern Regional Wastewater Treatment Plant to neutralize hydrogen sulfide odors.

 

On May 16, 2018, the City Commission passed and adopted Resolution No. R-2018-150 authorizing the issuance of Blanket Purchase Agreement No. B003132 for the purchase of sodium hydroxide from Allied Universal Corporation for an initial two-year term with the option of renewal for three additional one-year terms based upon a Cooperative Purchase by the City of Margate as the lead agency. The contract was competitively bid by the City of Margate Bid No. 2018-150.

 

Section 38.48(C)(1) of the Purchasing Ordinance provides that, when a contract entered into by the City pursuant to City Commission approval provides for one or more renewals by affirmative action of the City and the estimated annual cost of a renewal exceeds $250,000.00, only the City Commission is authorized to approve such renewals.

 

The Director of Public Utilities and the Assistant Director, Financial Services for Procurement recommend that the City Commission approve and authorize the renewal of the original Blanket Purchase Agreement for Sodium Hydroxide to Allied Universal Corporation for a one-year period in an estimated annual amount of $575,000.00.  This renewal is subject to the City’s receipt and approval of all insurance certificates and endorsements required by the City’s Risk Manager.

 

Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.

 

Fiscal Impact: 

Funding for this agreement is available in the FY 2022 Operating Budget in account numbers 442.400501.53600.552330.000000.000.000 and 442.400601.53600.552330.000000.000.000.
