Explanation:
The Police Department desires to apply for FY 2015 Bulletproof Vest Partnership Program grant funds from the Bureau of Justice Assistance which if awarded, provides partial reimbursement for new bulletproof vests.  The grant application seeks an award of $48,945.04 and together with $48,945.04 in matching Federal Law Enforcement Forfeiture Funds, will be used to defray the entire purchase of new bulletproof vests.  The bulletproof vest is required safety gear for Police Officers. Certain accounts will need to be established in the appropriate fund to recognize the grant funding, if awarded, and appropriate the identified program funding for program related expenditures.

The use of Federal Law Enforcement Forfeiture Funds as a required grant match for the FY2015 Bulletproof Vest Partnership Program grant serves a legitimate law enforcement purpose and is a permissible use pursuant to the Department of Justice's Equitable Sharing Guidelines and such funds may be expended on law enforcement equipment which includes body armor.
