Explanation:
On October 7, 2019, the City opened the Nebraska Street parking garage at 327 Nebraska Street.
The Parking Division wishes to install a parking guidance system at the Nebraska Street parking garage that can inform motorists of available spaces in the facility via electronic signage and provide additional security using camera-based counting.
The cost of the parking guidance system in the estimated amount of $181,507.04 includes six years of software maintenance which begins after the initial one-year warranty period. The recommended purchase and installation were competitively bid through the City of Delray Beach RFP No. 2018-033. The City of Delray Beach awarded a parking guidance system contract on December 4, 2018 to Park Assist LLC, now known as TKH Security, LLC, via their resolution number 127-18.
Section 38.41(C)(5) of the Purchasing Ordinance allows the Chief Procurement Officer to procure, without following formal procedures, all goods and services that are subject of contracts with the State, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided that the goods and services are (i) the subject of a price schedule negotiated by the State or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.
The Parking Division has determined that for efficiency and operational purposes, awarding a contract for purchase and installation of a parking guidance system to Park Assist LLC, now known as TKH Security, LLC is most suitable for Departmental and City needs.
The Parking Administrator recommends approval of the resolution.

Funding for this project is included in the amended FY 2021 Capital Improvement Plan and is available in account number 446.159901.54500.563010.001420.000.000.
