Explanation:

It is the best interest of the Hollywood Community Redevelopment Agency (“CRA”) and the City of Hollywood to enhance the security of pedestrians throughout the Beach Broadwalk by implementing security bollards along the streetends within the Beach District of the CRA (the “Project”). The streetends encompass the right- of-way from Surf Road to the Broadwalk throughout the project boundaries from Sherman street to Tyler street.

 

CRA staff and City of Hollywood Police Department evaluated the existing conditions of the streetends and the Broadwalk and prepared recommendations to enhance security of identified vulnerable locations. The recommendations increased the number of bollards throughout the previously completed streetends

 

It is in the best interest of the CRA to enter into an agreement with a qualified general contractor to provide Construction Management At Risk (CMAR) services for the project; on March 1, 2023, the CRA board passed and adopted Resolution R-CRA-2023-12 approving the ranking of a tier-based CMAR firms through continuing services. Lebolo Construction Management, Inc. (“Lebolo”), was one of the highest ranked firms in Tier 2 & 3, on an as-needed/when-needed basis.

 

Lebolo prepared and submitted a proposal for Phase I Pre-construction Services for the Project in an amount up to $18,000.00. Lebolo reviewed the scope of work, bid out the Project and prepared and submitted a guaranteed maximum price (“GMP”) for the construction of the Project in an amount up to $2,207,717.00.

 

The CRA requests authorization from the CRA board to allow for the direct purchase of materials in an estimated amount of $426,715.00 for an estimated sales tax savings of $29,870.05, as well as authorization from the CRA board to allow for the expenditure of funds for permit fees associated with the construction Project in an amount up to $110,000.00.

 

The enhanced improvements for the Project will be in alignment with the design and materials utilized throughout the Beach CRA district.

 

The Executive Director of the CRA and Chief Procurement Officer recommend that the CRA board authorize the appropriate CRA officials to execute all applicable agreements and documents to implement the Project, including the expenditure of funds for permit fees.

 

 

Fiscal impact:

Funding for this project requires amending the approved fiscal year 2026 annual budget for the Beach District as detailed in Exhibit “E”, subject to approval of this Resolution.
