Explanation:
On June 9, 2026, the Planning and Development Board acting as the Local Planning Agency forwarded a recommendation of approval to the City Commission with regard to a rezoning request for the properties generally located at 2910 Polk Street.
Background
The request involves approximately 0.94 net acres (the “subject property”) currently zoned TC-1 (Transitional Core District) proposed to be rezoned to RC-1 (Retail Core District). The subject property is located within the Regional Activity Center (RAC) and consists of two predominantly vacant parcels, one of which contains an existing billboard structure. The applicant is requesting the rezoning to facilitate a companion Design, Site Plan, and Variance application, being reviewed concurrently by the PDB, for a proposed six-story office development.
The proposed rezoning supports redevelopment of an underutilized site, promotes economic development within the Regional Activity Center, and allows for a more market-responsive office development consistent with the City’s long-term planning objectives. The RC-1 zoning district would permit additional development intensity and flexibility, including increased allowable floor area ratio and building height necessary to support modern office development standards and economic feasibility. The Design, Site Plan and Variance requests were considered by the Planning and Development Board on June 9, 2026, separately through companion applications and contingent upon this rezoning.
The Planning and Development Board met and reviewed the above request for a change in zoning designation to RC-1 and have forwarded a recommendation of approval, as well as issued approvals of the Design, Site Plan, and Variance requests.
The rezoning request is consistent with the City’s Comprehensive Plan, particularly policies encouraging infill redevelopment, economic development, mixed-use activity centers, and expanded office development opportunities within the Downtown and surrounding corridors. Staff determined that the proposed zoning change would not constitute spot zoning, would remain compatible with surrounding development patterns, and would not adversely impact nearby residential properties due to appropriate separation distances and contextual urban design considerations.
Based on this analysis, staff recommended approval of the rezoning request to the Planning and Development Board.
Public outreach activities associated with the project have been conducted as part of the broader entitlement process, and public input has been documented and provided to decision-making bodies as part of the staff review process.
Conclusion:
In summary, the proposed rezoning of the subject property from TC-1 to RC-1 is consistent with the City’s Comprehensive Plan, supports economic vitality, and promotes orderly redevelopment within the Regional Activity Center. The rezoning allows for a more feasible and market-responsive office development while maintaining compatibility with surrounding properties and adopted planning objectives.

Fiscal Impact:
Approval of the rezoning ordinance is anticipated to have a positive fiscal impact over time by facilitating redevelopment of the subject property. No immediate fiscal impact is associated with adoption of the rezoning ordinance itself.
