Explanation:
In a Special Election held on March 12, 2019, voters of the City approved a variety of projects to be funded by a General Obligation Bond. The Department of Design and Construction Management has been tasked with replacing the Hollywood Police Headquarters Building, which was approved by the voters as one of the projects to be funded by the General Obligation Bond.
On February 3, 2021, the City Commission passed and adopted Resolution No. R-2021-031, ranking Construction Manager at Risk firms selected under Request for Qualifications RFQ-4642-20-DCM and authorizing the appropriate City officials to negotiate an agreement with the highest ranked firm, Moss & Associates, LLC (“Moss”).
On May 19, 2021, the City Commission passed and adopted Resolution No. R-2021-105 authorizing the appropriate City officials to execute a Phase I Pre-Construction Services Agreement with Moss in an amount not to exceed $165,288.00.
Moss has now completed Phase I Preconstruction Services and provided the Department of Design and Construction Management (“DCM”) with a Guaranteed Maximum Price (“GMP”) proposal for the construction of the New Police Headquarters Project in an amount up to $82,937,302.00, which staff has determined to be fair and reasonable and in accordance with industry standards.
It is in the best interest of the City to enter into an agreement with Moss to provide Phase II construction services for the New Police Headquarters Project pursuant to the attached agreement.
The Director of DCM recommends that the City Commission approve and authorize the execution of the attached Construction Management at Risk Phase II Construction Services Agreement for the New Police Headquarters Project (“Agreement”) in an amount up to $82,937,302.00.

Additional funding for this project requires amending the approved FY 2024 Operating Budget and Capital Improvement Plan as detailed in Exhibits “1” and “2”, subject to approval of this resolution.
