Explanation:
Single family homes and duplex apartments currently receive one garbage cart to dispose of garbage as a part of the $31.00 monthly solid waste fees that are paid by residents. The Public Works Department occasionally receives requests from residents for additional garbage carts. Residents typically cite large families and frequent gatherings as reasons for needing additional carts.
Between 2001 and 2006, the City previously allowed for the delivery and use of additional garbage carts. This program was discontinued as disposal costs were being incurred by the City for the additional garbage and not being captured in the monthly solid waste fees.
In response to requests from residents, the Public Works Department is recommending the institution of a program and fee structure for disposal for the additional garbage carts. The additional fees include a $4.00 per month charge per cart to cover the cost of disposal. These charges will be added to the monthly utility bills.
Residents will be allowed a maximum of two additional carts per home or unit.
Resolution Nos. R-2008-119, R-2010-297 and R-2011-249 provided that all previously established fees or fees established by future Resolutions shall be amended on each October 1, starting in 2009, by the annual increase in the Consumer Price Index, CPI for all Urban Consumers in the Miami-Fort Lauderdale Metropolitan Area as of the previous June. Staff is recommending that the annual increases be deferred to Fiscal Year 2017. Adequate reserves are available to cover the cost of CPI increases up to Fiscal Year 2017.
