Explanation:
Since 9/11, the United States Federal Government, the American Water Works Association (AWWA), and water utilities across the United States have worked together to protect the approximately 153,000 public drinking water systems in the United States. In 2002, Title IV Drinking Water Security and Safety amended the Safe Drinking Water Act under the Public Health Security and Bioterrorism Preparedness and Response Act, to require community water systems serving a population of more than 3,300 to conduct an assessment of the vulnerability of its system to a terrorist attack, and to prepare an emergency response plan.
In 2003, Department of Public Utilities conducted the City’s water infrastructure vulnerability assessment and developed a Water Infrastructure Emergency Response Plan (ERP) as per requirements established by the 2002 Bioterrorism Preparedness and Response Act. The ERP report was finalized in September 2003.
Since 2002, the water sector’s approach to addressing risks has evolved significantly to address other risks and threats including natural hazards and cyberattacks. The America’s Water Infrastructure Act of 2018 (AWIA) mandates that water systems serving over 3,300 people conduct an assessment of the risks to, and resilience of, its water system no later than March 31, 2020. This assessment is based on an all-hazards approach and consider the resilience to include pipes and infrastructure, monitoring, financial infrastructure, use and handling of chemicals, operation and maintenance, capital and operational needs as well as cyber security. As part of AWIA, the City is also required to update the ERP to include the findings of the Risk and Resilience Assessment (RRA) within six months from submittal of the RRA.
On June 19, 2019, via Resolution No. R-2019-178, the City Commission approved an Authorization to Proceed with Arcadis US, to conduct the Water Infrastructure RRA required by AWIA. This assessment was completed and submitted on March 21, 2020. The next step towards complying with AWIA is to update the Water Infrastructure EPR. This agenda item seeks approval of Authorization to Proceed (ATP) for professional engineering services with Arcadis for updating the ERP in a lump sum amount of $84,040.00.
The Department of Public Utilities recommends that the City Commission authorize the appropriate City officials to execute the attached Authorization to Proceed for Work Order Number ARC 20-03 with Arcadis US, Inc., in the amount of $84,040.00.
Upon authorization from the City Commission, the project will be completed no later than September 21, 2020.
The ERP must be submitted to the US Environmental Protection Agency by September 21, 2020 as required by the America’s Water Infrastructure Act of 2018.
Fiscal Impact
Funding for this project was included in the FY 2020 Capital Improvements Program that was approved via Resolution R-2019-284, and is available in account number 442.409901.53600.531300.000744.000.000.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
