Explanation:

The City’s potable water system consists of the Biscayne and Floridan wellfields, a water treatment plant (“WTP”), a booster pump station, and a distribution system.  The Department of Public Utilities (“Department”) is responsible for planning, regulating, designing, constructing, operating, and maintaining it.  An updated Water Master Plan is required to fulfill the Department’s responsibilities most effectively, comply with regulatory programming at various levels (Federal, State, County and local), provide a high level of service to residents and customers, fulfill contractual obligations to bulk users, accommodate growth and economic development, and protect public health and safety.

On February 17, 2021, pursuant to Resolution No. R-2021-036, the City Commission approved and authorized the execution of the professional engineering services agreement with Arcadis U.S., Inc. to update the water master plan for Phase 1 in the amount of $728,745.00; with the understanding that Phase 2 of the update of the Plan would be presented to the City Commission for approval in FY 2022 in the amount of $537,140.00.

Phase 1 of the Water Master Plan Update is complete, and the Department needs to proceed to Phase 2.  Phase 2 entails conducting a WTP performance evaluation review, climate change impact review, asset risk evaluation, project alternative analysis and cost estimates, compilation of an updated Water Master Plan and development of a living Master Plan Decision Support Tool.

The attached Resolution seeks the City Commission’s authorization to execute the attached Authorization to Proceed for Work Order No. ARC 22-04 with Arcadis U.S., Inc. for the Water Master Plan Update - Phase 2 in an amount not to exceed $537,140.00, based upon the project scope and fee and the terms and conditions of the current professional engineering services agreement for the project.

Upon authorization from the City Commission, the project will be completed in approximately 35 weeks from the date of the Authorization to Proceed.
