Explanation:

The City of Hollywood has applied for, and received, funding from the Broward Metropolitan Planning Organization (“BMPO”) for varied Complete Streets and other Localized Initiatives Projects (“CSLIP”), in the seven annual CSLIP Cycles managed by the BMPO to date.

 

On November 18, 2018, the City Commission passed and adopted Resolution No. R-2018-362, approving and authorizing the appropriate City officials to apply for and, if awarded, accept the BMPO CSLIP grant for Johnson Street from North 35th Avenue to North 14th Avenue. The scope included lighting, sharrow bike lanes, railroad pedestrian crossing and some sidewalk infill.

 

On November 6, 2019, the BMPO issued an award letter indicating the project had been included in the Florida Department of Transportation (“FDOT”) Work Program for Fiscal Year 2025 Construction, in the amount of $1,413,007.00. The project would be delivered as a Local Agency Program (“LAP”) Project with the City of Hollywood funding the design phase.

 

On July 3, 2024, the City Commission passed and adopted Resolution No. R-2024-233, approving and authorizing appropriate City officials to accept and execute LAP agreements for construction of the Johnson Street Local Agency Program Project (“Project”) from North 35th Avenue to North 30th Road, in an amount up to $1,413,007.00, and from North 21st Avenue to North 14th Avenue.

 

On March 15, 2023, the City Commission passed and adopted Resolution No.  R-2023-069, approving and authorizing the appropriate City officials to execute an Authorization to Proceed (“ATP”) for professional engineering design services with Marlin Engineering, Inc. (“Marlin”) in an amount up to $298,924.00.

 

During the design of the project, FDOT provided information on the anticipated cost of the South Florida Railway Transportation Authority (“SFRTA”) railway crossing reconstruction to include a south side sidewalk, which was originally included in the LAP grant scope. In order for SFRTA to design the railway crossing with final cost proposals, proposed roadway alignment plans were required for coordination.

 

On November 25, 2024, ATP No.2 was issued for additional design services related to the SFRTA railway crossing at Johnson Street, in the amount up to $26,067.26, under the City Manager’s authority. These plans have been provided to SFRTA, and FDOT has programmed $819,950.00 for FY26 based on the preliminary estimates.

 

The Department of Design and Construction Management (“DCM”) desires to hire Marlin to provide post-design construction engineering services for this project.  DCM negotiated the project scope and fee with Marlin in an amount up to $31,259.22, that staff has determined to be fair and reasonable and in accordance with industry standards.

 

The Director of DCM recommends the City Commission approve and authorize the appropriate City officials to execute an ATP with Marlin for the Project, in an amount up to $31,259.22 for a total amount up to $356,250.48.

 

 

Fiscal Impact:

Funding for this project was included in the amended FY 2025 Capital Improvement Plan and is available in account number 334.149901.54100.563010.000087.000.000.
