Explanation:

The City has an urgent need for the replacement of the roof on the Art and Culture Center. There is evidence of extensive failure in the roofing system, as multiple stains and evidence of leaks throughout the building have occurred during rain events in the last several months. The roof leaks in several locations inside the building, causing damage to the building and the artwork within. Due to the extent of roof failure, it is not recommended to make any further roofing repairs.

 

In preparation for the General Obligation Bond’s new addition to the Art & Culture Center, sequencing the re-roof scope before this work begins is critical and must finish prior to the start of the new addition. There are existing mechanical units in the footprint of the new building that need to be relocated to various locations on the existing roof. We’ve included this relocation as part of this contract so that any new flashing of the units can be done simultaneously between a mechanical contractor and the roofer. PSI and Pirtle construction are in communication and Department of Design and Construction Management (“DCM”) staff are overseeing the seamless coordination of this work.  

 

The building has active and major leaking throughout which is creating a hazardous condition as well as damaging the building and art within.  A competitive procurement process was done through The Interlocal Purchasing System (“TIPS”) RFP and contract number 211001 for Trades, Labor and Materials. The TIPS System issued contract number 211001 to PSI Roofing for a period of January 27, 2022 to January 31, 2025. The TIPS System has agreed to allow the City of Hollywood to piggyback contract number 211001 under the same terms, conditions, and pricing. 

 

The Director of DCM recommends that the City Commission approve and authorize the appropriate City officials to issue a purchase order with PSI Roofing based upon the TIPS contract number 211001 for Trades, Labor and Material to provide roof replacement for the Art and Culture Center in an amount up to $500,000.00.

 

An allowance and owner contingency are being added to the base bid of $333,500.00. An allowance of $15,000.00 is for unforeseen mechanical conditions resulting from the relocation of three HVAC units to the roof and an owner contingency of $151,500.00 is also for unforeseen conditions relating to the age of the roof substructure, engineering judgments, and special inspections. All allowances and contingencies shall only be used as requested by staff and any remaining value to be returned to the City.

 

 

Fiscal Impact:

Funding for this project will be split between the City, the Community Redevelopment Agency (“CRA”), and the Art and Culture Center of Hollywood. The CRA, through its Property Improvement Program, will provide $75,000.00 of funding. The Art and Culture Center of Hollywood will provide up to $212,500.00 through reimbursed installment payments back to the City over the next several fiscal years. The City will contribute up to $212,500.00. A follow-on agreement between the City and the Art and Culture Center of Hollywood to reflect this arrangement will be forthcoming. Funding for the City’s portion of this project was included in the amended FY 2024 Capital Improvement Plan and is available in account numbers 334.509901.51900.563010.001176.000.000 and 334.179901.51900.563010.001740.000.000.
