Title

A Resolution Of The Hollywood, Florida, Community Redevelopment Agency (“CRA”), Ranking Consulting Firms And Authorizing The Appropriate CRA Officials To Negotiate And Execute An Agreement On A Rotating Basis With Each Of The Five (5) Highest Ranked Firms For Architectural Design Services For Capital Projects.

Body

Staff Recommends: Approval of Attached Resolution

Explanation:

It is in the best interest of the CRA to enter into agreements with multiple consultants to provide architectural design services that are required to implement future projects in an expeditious fashion; and

Services to be accomplished under these contracts will include, streetscape work, wayfinding signage, gateway signage, streetend design, A1A linear park, Johnson Street transportation hub, and other capital projects as identified in the beach district and downtown district five-year capital improvement plans.

Consulting services will be requested on an “as needed - when needed” basis and the initial term of the continuing contracts will be three (3) years with the right to renew the contracts for two (2) subsequent one-year terms based on satisfactory performance and mutual agreement.

The CRA has followed the procedures established in Florida Statute Section 287.055, Consultants’ Competitive Negotiation Act, to procure services from such consulting firms.

In accordance with the Consultants’ Competitive Negotiation Act, the CRA advertised for Professional Services from coastal engineering services consulting firms, and Statements of Qualifications were received from ten (10) firms.

Upon review of the Statements of Qualifications, the firms were ranked based upon specific selection criteria, and an Evaluation Committee, comprised of in-house professionals, more specifically; one (1) Director, one (1) Deputy Director, one (1) Planning Manager and two (2) Registered Architects, conducted oral interviews with the following six (6) highest ranked firms:

1.                     Bermello Ajamil & Partners, Inc.

2.                     Brooks + Scarpa Architects, Inc.

3.                     Cartaya And Associates Architects, PA

4.                     CPZ Architects, Inc.

5.                     Kaller and Associates, PA

6.                     Synalovski Romanik Saye, LLC

It is the recommendation of the Evaluation Committee to rank the five (5) highest ranked firms in the following order for consideration on a rotating as needed basis:

1.                     Brooks + Scarpa Architects, Inc.

2.                     Bermello Ajamil & Partners, Inc.

3.                     CPZ Architects, Inc.

4.                     Kaller and Associates, PA

5.                     Synalovski Romanik Saye, LLC

All five (5) firms are responsible.

The request for qualifications called for the top three (3) ranked firms to be selected to provide consulting services on a rotating basis.  It is the desire of the CRA to work with five (5) firms, as they provide a wide range of services that complement one another.

The cumulative amount of fees to be paid for services provided by each consultant under each continuing contract shall not exceed $1,000,000.00.
