Explanation:
The City of Hollywood Southern Regional Wastewater Treatment Plant (“SRWWTP”) Influent Pump Station uses five transfer pumps to transfer raw sewer water from the headworks to the oxygenation trains, which is an essential part of the SRWWTP treatment process. The failure of any of these pumps can lead to significant disruptions in the wastewater treatment process. To prevent disruption, each pump has multiple sensors installed to detect any vibration or temperature increases. The sensors are connected to a Machine Protection System (“MPS”) that performs real-time monitoring and critical condition analysis to prevent damage to this equipment. Protecting these critical assets is vital for maintaining compliance with state and federal regulations and avoiding emergencies.
The Department of Public Utilities (“Department”) proposes to perform an in-kind replacement of the existing MPS, a SETPOINT VC 8000 Machinery Protection System designed to monitor key parameters of the motor, pump, shaft, and bearings. The system can also detect early signs of equipment stress or failure to avoid more extensive repairs, enhancing the plant’s operational reliability, increasing equipment longevity, and decreasing the risk of extended downtime.
The Department worked with the Office of Procurement and Contract Compliance to prepare a bid to solicit a qualified vendor to provide the necessary MPS. On February 3, 2025, Invitation for Bid Number IFB-284-25-JJ (IFB) was electronically advertised on OpenGov to solicit the desired SETPOINT VC 8000 MPS in accordance with Section 38.43(A) of the Procurement Code. The IFB resulted in the following bid by the response due date of February 27, 2025:

Fiscal Impact:
Funding for this project is available in the FY 2025 Operating Budget in account number 442.400602.53600.552240.000000.000.000. No additional staff are needed as a result of this resolution.
