Explanation:
The Community Redevelopment Agency ("CRA") has the need to hire an established company with experience in stormwater infrastructure maintenance and rehabilitation, with abilities to conduct sewer storm video inspections, cleaning, infiltration studies, system efficiency evaluations, also manhole and pipeline rehabilitation work.
The Beach CRA boundaries (Hallandale Beach Boulevard to Sherman Street) has 22 basins, 8 of them were inspected in 2024 and 4 basins will be upgraded as part of the new pump installation.
CRA began basin inspection and conditions evaluation on May 2024, where a total of 7 basins have been evaluated by the CRA and one basin has been evaluated by the Florida Department of Transportation. Due to time limitations, it was determined that it is in the CRA’s best interest to use piggyback as the procurement method.
Staff researched other municipalities procurement records and found that the City of Fort Lauderdale, Florida, has a Request for Proposals Invitation to Bid No. 12520-813 on June 30, 2021 and entered into a contract with EnviroWaste Services Group, Inc.(“EnviroWaste”) on November 29, 2021. The term of the contract for Stormwater Infrastructure Cleaning and Maintenance Contract ITB No. 125-813-1 was for two years and on October 9, 2023, by mutual consent, the parties renewed the contract for an additional twenty-four month which will expire on November 15, 2025.
EnviroWaste has agreed to extend to the City the same pricing under the terms and conditions set forth in Stormwater Infrastructure Cleaning and Maintenance Contract ITB No. 125-813-1. The period of performance during which the desired inspections will be conducted is estimated to be completed on or before November 15, 2025.
Section 38.41(C)(5) of the Procurement Code allows the Chief Procurement Officer to procure, without formal solicitation procedures, all goods, supplies, materials, equipment, and services that are the subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof (“piggyback”), provided that the goods, supplies, materials, equipment, or services are the subject of a price schedule negotiated by the entities listed above and is based strictly on competitive bids, quotations, or competitive proposals and not on any preference and such utilization of other governmental entities contracts shall be permitted only during the term of the other governmental entity’s contract.
The Acting CRA Executive Director and Chief Procurement Officer recommend that the CRA Board approve and authorize the execution of a Purchase Agreement with EnviroWaste for Stormwater Basin Inspections and evaluation along State Road A1A on 10 basins from Hallandale Beach Boulevard to Sheridan Street in an amount up to $220,453.69.
Fiscal Impact:
Funding for the Purchase Order has been appropriated and exists in account number 163.639901.55200.563060.001893.000.000 (Outfalls/Backflow Preventor & Infrastructure).
