Explanation:

The Hollywood, Florida Community Redevelopment Agency ("CRA") Plan identifies the need to eliminate slum and blight by advancing hardening and resiliency initiatives. Recent Stormwater Master Plan findings from the City of Hollywood Department of Public Utilities indicate the need for an additional stormwater pump station along State Road A1A, between Jackson Street and Jefferson Street, to address flooding. The CRA and the Department of Public Utilities desire to address this need.

 

On January 5, 2026, Request for Qualifications number RFQ-365-26-JJ (“RFQ”) was electronically advertised on opengov.com to solicit the desired engineering services in accordance with Section 38.43(a) of the procurement code, and eight firms provided submittals of qualifications.

 

On March 24, 2026, an evaluation committee met to evaluate and rank the proposals based upon the approved evaluation criteria established in the RFQ: firm qualifications and experience; organizational profile and project team qualifications; approach to scope of work; volume of work; past performance - references; location of respondent office managing project. The committee evaluated all proposals and the scores were compiled as follows:

Fiscal Impact:

Approval of this resolution will not fiscally impact the City or CRA as this is a proposal to negotiate and execute an agreement with HDR Engineering, Inc., the highest ranked firm.

 

Fiscal impact is unknown until scope of work negotiations are completed and brought back to the board for approval.
