Explanation:

The Department of Public Utilities (“Department”) is responsible for operating and maintaining drainage infrastructure throughout the City to manage stormwater flows and minimize flooding.  The east side of I-95 adjacent to where it crosses Johnson Street and the surrounding areas have experienced significant floodingThe City owns and maintains the drainage ditch located along the east side of I-95 north of Johnson Street, and within the Sunset Golf Course.  The Florida Department of Transportation (“FDOT”) owns and maintains the drainage ditch located along the east side of I-95 south of Johnson Street.  The stormwater sheet flow from the FDOT section of this drainage area flows east, contributing to flooding in the neighborhood east of I-95 near Johnson Street.

 

The City approached the FDOT, and it was determined that this issue could best be addressed by installing storm culverts, junction boxes, straight concrete endwalls, drainage ditches, outfalls, and riprap along the east side of I-95 and Johnson Street.  The cost estimate for these improvements, including the drainage ditch and culvert, is in the amount of $1,082,390.00.  These improvements will serve jurisdictions of multiple entities including the FDOT, the City, and the North Central Neighborhood. 

 

The participating entities agreed to share the associated costs with the City assuming project costs that exceed those funded by the FDOT.  FDOT staff requested that the City execute a Project Funding Agreement and a Maintenance Memorandum of Agreement to fund the construction of the drainage ditch along the east side of I-95 at Johnson Street, and the installation of a culvert in an amount up to $541,195.00.

 

The Department shall bid, award, and proceed with the construction management of this project after execution of the Funding Agreement and the Maintenance Memorandum of Agreement.  The Department shall be responsible for the operation and maintenance of the drainage system upon completion.

 

This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to execute the Funding Agreement and the Maintenance Memorandum of Agreement with FDOT, and to accept funds from the FDOT for the construction of the drainage ditch and culvert in an amount up to $541,195.00.

 

 

Fiscal Impact:

Funding for this project requires amending the approved FY 2026 Operating Budget and Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this resolution.

 

Department of Public Utilities staff will manage this project.  No additional staff are needed as a result of this project.
