Explanation:

It is in the best interest of the CRA to enter into agreements with multiple consultants to provide traffic engineering services that are required to implement future projects in an expeditious fashion.

 

Services to be accomplished under these contracts will include, but not be limited to, Young Circle roadway design and construction, roadway reconfiguration of streetscape design for East/West streets on the beach, roadway configuration in Downtown, collect, analyze, interpret traffic data and develop recommendations.

 

Consulting services will be requested on an “as needed - when needed” basis and the initial term of the continuing contracts will be  three (3) years with the right to renew the contracts for two (2) subsequent one-year terms based on satisfactory performance and mutual agreement.

 

The CRA has followed the procedures established in the Florida Statutes, Section 287.055, Consultants’ Competitive Negotiation Act, to procure services from such consulting firms.

 

In accordance with the Consultants’ Competitive Negotiation Act, the CRA advertised for Professional Services from traffic engineering services consulting firms, and a Statements of Qualifications were received from nine (9) firms.

 

Upon review of the Statements of Qualifications, the firms were ranked based upon specific selection criteria, and an Evaluation Committee, comprised of in-house professionals, more specifically; two (2) Directors, one (1) Deputy Director, one (1) Senior Project Manager and one (1) Professional Engineer, and one (1) Transportation Planner, conducted oral interviews with the following (5) highest ranked firms:

 

Kimley-Horn and Associates, Inc.

Tindale-Oliver & Associates, Inc.

Marling Engineering, Inc.

Toole Design Group, LLC

H. W. Lochner & Associates, Inc.

 

It is the recommendation of the Evaluation Committee to rank the three (3) firms in the following order for consideration on a rotating as needed basis: 

 

Toole Design Group, LLC

Marling Engineering, Inc.

Kimley-Horn and Associates, Inc.

 

All three (3) firms are responsible.

 

The request for qualifications called for the top three (3) ranked firms to be selected to provide consulting services on a rotating basis.

 

The cumulative amount of fees to be paid for services provided by each consultant under each continuing contract shall not exceed $1,000,000.00.
