Explanation:

The Departments of Parks, Recreation and Cultural Arts (“PRCA”) and Public Works desire to purchase general contractor services for minor construction projects for renovations and general facility maintenance of City facilities.

 

The desired general contractor services for minor construction projects were competitively bid by the City of Delray Beach, FL through Solicitation No. ITB 2025-028 on March 04, 2025, and awarded to CJ Contracting, LLC (“CJ”) and Waypoint Contracting Inc. (“Waypoint”) under ITB No. 2025-025 (“Agreement”).  The current term of the Agreement is from June 3, 2025 through June 2, 2028, with an option to renew the Agreement for two additional one-year terms.

 

CJ and Waypoint have agreed to extend to the City the same pricing under the terms and conditions set forth in the Agreement.

 

The Directors of PRCA and Public Works and the Chief Procurement Officer recommend that the City Commission approve and authorize the execution of  Blanket Purchase Agreements with CJ and Waypoint for general contractor services for minor construction projects for the period from date of award by the City to June 2, 2028, for an annual amount up to $475,000.00 per vendor ($950,000.00 collectively).

 

 

Fiscal Impact:

A portion of the funding for these Blanket Purchase Agreements is available in the FY 2026 Operating Budget and FY 2026 Capital Improvement Plan in account numbers 001.300101.57200.552240.000000.000.000, 001.300701.57200.552240.000000.000.000, 111.309801.57200.563010.001301.000.000, 163.639901.52200.563020.001982.000.000, and 334.309901.57200.563020.001414.000.000 and will be budgeted in subsequent fiscal years’ operating budgets subject to approval and adoption by the City Commission.

 

These Blanket Purchase Agreements are for PRCA & Public Works usage and additional funding will be identified on an as needed basis by each respective department subject to available funds.
