Explanation:
The Police Department desires to purchase an armored vehicle to effectively and efficiently carry out the Special Weapons and Tactics (SWAT) Team’s mission to respond and resolve critical and violent incidents.
The purchase of a specialized armored vehicle is not normally a budgeted expense and is a legitimate Law Enforcement expenditure as prescribed by Section 932.7055(4)(b), Florida Statutes.
Significant time and resources have been invested into selecting the best armored vehicle to meet the City’s needs while considering cost and budget parameters.
The Police Department selected the Lenco Bearcat Model BC55003 armored vehicle because the unit is a wheeled vehicle for urban areas, made of the appropriate protective materials, has greater passenger capacity and is equipped with the desired SWAT equipment.
The Police Department recommends the Bearcat Model BC55003 armored vehicle manufactured by Lenco Industries, Inc. dba Lenco Armored Vehicles of Pittsfield, Massachusetts because the vehicle is the only commercially available production vehicle that meets the needs of the Hollywood Police Department officers when trying to peacefully resolve an on-going critical incident situation.
Lenco Industries, Inc. dba Lenco Armored Vehicles provides an armored vehicle with unique specifications which can accommodate the demands of the armored vehicle desired for purchase.
The Lenco Bearcat Model BC55003 armored vehicle is available on the General Services Administration (GSA) Contract Number GS-07F-039M-1122 Program from Lenco Industries, Inc. dba Lenco Armored Vehicles,
Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.
Lenco Industries, Inc. d/b/a Lenco Armored Vehicles has agreed to provide Bearcat Model BC55003 armored vehicle under similar pricing, terms and conditions to the City of Hollywood.
Since Law Enforcement Forfeiture Funds will be used for this purchase, the taxpayers of the City of Hollywood will incur no cost for this expenditure.
The Chief of Police recommends that an amount not to exceed $268,956.00 be made available from the Law Enforcement Forfeiture Fund in order to purchase the armored vehicle, and further recommends that the City Commission authorize the appropriate City Officials to issue the attached Purchase Order between Lenco Industries, Inc. d/b/a Lenco Armored Vehicles and the City of Hollywood for said purchase.
